Blood And Ice Skyrim

Why wont the 'Blood on Ice' quest trigger? I've entered Windhelm numerous times, and have looked around the cemetery in the middle of the night. I can't find the body. I hear a lot of people talking about the 'murder's but that's about it. I finished the Stormcloak quests, too.
